If you currently have a VA loan on your home, you may be able to pull cash out. This would depend on the amount of equity that is in your home. You could go as high as 90% of the appraised value of the home on your new VA loan.
If you currently do not have a VA loan but have VA eligibility, you may convert your existing conventional loan to a VA loan. The benefits would be to take advantage of record low rates, no mortgage insurance required and to refinance to higher loan to values then non-conforming conventional loans allow. You can even take cash out up to 90% of the value of your home. Some states such as California have high balance county limits up to $1,000,000.
